Are the Cyrodiil gear vendors supposed to be set up this way?? (Dev response requested)

I really can't figure out why certain items are available at certain levels while others are not. Yes, the Elite gear vendor now sells everything at V14 even though it is a shame we have to deal with certain accessories having the Healthy trait and certain sets having less than ideal armor traits. I really don't understand the non-elite gear vendors though, and would really appreciate developer response as to whether or not this is intended.

For example, as a V14 DC at the clothier ....

-Buffer of the Swift set is offered in V12 and V10 versions.
-Curse Eater set is offered in V11 and V1 versions.
-Light of Cyrodiil set is offered in only V6 version.

Heavy Armor sells...

-Bastion of the Heartland set in V12 and V10
-Ravager set in V11 and V1
-Crest of Cyrodiil at V6

The magus sells ...

-Light of Cyrodiil set again only offered at V6.
-Ravager Set only offered at V1 (which in particular makes no sense since you need the accessories to complete the set so the V11 set bonus is impossible to get)
-Eagle Eye/Vegeance Leech/Deadly Strike/Wrath of Imperium/GRace of Ancients/Potenates all at only V10


I don't really understand why everything isn't just offered at at least V12. If the above breakdown is just the way it is, then okay. I'd just like a bit of confirmation from a dev because it doesn't make any sense to me.

I personally have felt this way as well, though from a lower level standpoint. As a V1-V4 I only have access to one set in each category, in addition to the cool styles some of these have very useful set bonuses but I'm buggered if I want to use them until a certain level. If the bonuses were rigid I could understand, but since crafted sets changed based on the level they're created at surely that system is in place for dropped/sold sets as well? PLEASE ZOS gods let me buy set pieces for any of the sets so I don't have to pray I get the set I want in a random mail.

It bothers me as well as some items are avail in v14 versions from the Elite vendors but others are not. For example there aren't all pieces of the Cyrodiil's light set avail in v14 versions. There's the Pact necks for the melee and ranged sets available but not the caster one, which is "magus eye" or something. And of course despite all the complaints there are still no secret gear bags available from any vendors.

People might say "oh well do craglorn if you want the best gear nur nur nur". I don't do craglorn. I told myself I wouldn't touch it until I finished all the story quests. I'm *almost* there, but not quite, and because Crag is a pve zone and I spend the lion's share of my time pvping, I should be able to buy v14 gear with pvp points from the vendor. I don't expect it to be as good as arena or trial gear, just v14 with improved stats than v12. That can't be too hard?

To be specific the necklace of cyrodiil's light is not available in v14 despite the fact that the ring and some pieces of armor are. The neck is available in v12, v10, and v6, but not v14 and not sure why this is the case. Unless it's to prevent double set stacking? but if that's the case why is it sitll doable with other sets?

Check in the closet. I think the Items Team is sniffing glue. That can be the only explanation.

I work right down the road in Hunt Valley and it's possible that the McCormick spices are masking the glue smell coming from the closet. Starting to get into the Thanksgiving spice season, Mm Mm good..

Don't spend it on the bags trying to get any kind of good set items. Just blew almost 1 mil AP the other day trying to get shadow walker and morag tong and got a whopping 1 piece. Only other set pieces I got were 3 crap ones and 3 to sell. The drop rate of set items from those "secret" items really should be higher, as the other stuff that drops is literally useless unless you're leveling a craft.

I plan on spending initially on Ravagers set pieces, but I'm interested to see if they will add VR12 ravagers to the non-elite vendor before I go ahead and blow 1.25 million AP on elite Ravagers.

@ZOS_GaryA‌ I'm trying to never abuse your awesomeness but my powers to summon @ZOS_BrianWheeler‌ have failed me!

Is there any idea from the item gang if the problems presented in the original post are intentional or not? Is it maybe not intentional but at this point with VR levels being thrown out the window in the (hopefully) near future it just isn't something ZOS wants to bother with?

I reckon ZOS nerfed into the ground the rate of good gear from blue boxes being dropped a while back now, as all I get when spending AP now is garbage that I can either deconstruct or sell off for a pittance.

Earlier on though, the drop rate of decent gear from PvP blue boxes was spot on. Every 10 or there about's I'd get one good piece, back then it was worth saving up AP and grabbing some good gear.

Shadow walker drops as an example are difficult to come across now and are starting to demand a good amount of coin.
