I was in Riften an noticed a sign on a tree advertising a Poetry Contest, and since then, I notice several other signs posted throughout the game. Some of the signs you can interact with, and others you can't. The ones that I can interact with don't kick off a quest, you can just read them.
Anyone else see these and can explain their purpose?

✭✭Those are similar to the random leaflets, notes, and letters you find laying around in every zone. Basically, they'll unlock an undiscovered location on your map if you haven't already discovered it through random travel.4 -

That explains everything because I already done the quest, so that's the reason no quest was initiated. Most likely the same reason the other ones didn't initiate a quest too.

Yup. Just like the Hand bills in the first major city for each faction that advertise Fighter/Mage guilds. They're basically breadcrumbs to ensure you find content you may have missed (though in the case of guilds, they're kinda hard to miss).0 -
