Lag issues in PvP uknown reason

For some reason in pvp/cyrodiil whenever I'm in a fight my controls/camera/skills seem delayed, but its not the type of delay that doesn't just work for 2-3 seconds, for example if I'm walking in a direction and try to stop or change directions, it continues in the original direction for that 2-3 seconds. If I try to mouselook the mouse doesn't move but 2-3 seconds later my camera snaps to where it should have been had there not been that 2-3 second lag. I can't tell if its my system or if its the game. I haven't played in several monthes and I honestly dont remember the game being this bad. I'm at a loss to what to do to fix it and I can't play PvP till it's fixed.
