Could it be, justice system in Update 5?

So, a guildie just sent me this picture: http://i.imgur.com/aNUOBkm.jpg
In the top left, you can see a bandit icon and some gold. Now, in my opinion, that represents his bounty in Wayrest. Could this be, ladies and gentlemen, a sign that ZOS is sneaking the Justice System into Update 5? I sure hope so.
He also mentioned that some things seem different as far as how NPCs act, and that possible justice system related features, buildings, and objects are floating around.
I personally have yet to get on to the PTS because it takes far to long to download, but I am working on it. Thoughts?

You never know, they it could be a big surprise thing they are planning. And besides, its still really early in the PTS being up, they could sneak it into a later PTS update of update 5.1 -

✭They'd want the PTS to be testing how bounties are accrued and how guards worked if it was coming in update 5.

Maybe they're just putting in minor element in preparation for future updates? Like those mysterious inaccesible buildings that appeared on several maps long ago and we still don't know what they're for.4 -

Make stamina builds even with magicka builds.
Disable abilities while holding block.
Give us a REASON to do dungeons more than once.
Remove PVP AoE CAP. It is ruining Cyrodiil.
Fix/Remove Forward Camps. They are ruining Cyrodiil.
Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.
Werewolf is not equal to Vamps/Bats.4 -

Personally myself, I'm rather excited for the justice system for several reasons -
Gold,
New feature
(Possibly new sets?)
Also, even though I'm not a roleplayer, this definitely opens several windows for these guys, making things a lot more fun for them!1 -
Jacques Berge✭✭✭✭Unlikely... If you go to dungeon achievements, you'll see the achievement for vet city of ash... This is in the live game, even though we don't have access to it.
I would bet that the parts of the JS that they do have finished are ninja'd into the pts update to allow for stability testing. The JS system is a gigantic overhaul. About %99 of all npcs have little to no combat ai or combat stats (I know this because I at one point managed to get to an enemy way shrine and kill the merchants. They have weapons, would pull them out, but sit there and do nothing). Implementing about 50 combat scripts per instance is bound to be taxing on the current system.

Zorrashi✭✭✭✭✭They may 'ninja' little snippets of the JS into the PTS server, but don't expect for them to run it out all willy nilly. Given he large scope of the overhaul (that is going to affect practically every zone already implemented and will be implemented) it is completely normal for them to add in a few things for stability testing or whatever.
Ironing out the kinks one at a time, if you will. Slowly but steadily....0
