Help with quitting a PVP campaign

I have a low level character that I logged into the non-vet short PVP campaign with at one point when I was just experimenting around. I want to have him quit that campaign so I can play it with another character that I am more interested in leveling up. But the change campaign button does not respond when I click on it. This leads me to my questions:

1. Is it possible to quit all PVP campaigns for a character so he doesn't have one once he has had one? (I don't want this guy in any campaign right now).
2. What do I have to do to enable campaign quitting or changing?

You can't quit campaigns but there's no reason to - just don't travel to Cyrodiil.

To change campaign costs AP, which you have to earn by fighting. I think you can change for free if you choose the "wait until end of campaign" option.

Confirmed, you must
A. Pay to switch home campaigns anytime, or
B. Choose a campaign to switch to at the end of your current campaign.

Good news is Blackwater Blade (pre-vet) is only a 5 day campaign. In fact it is ending in 1 day as of this post.
