Using 2 handed weapons and bow in PvP. I can see a target , for example i can release a heavy attack with the bow but it will not hit them, they can still hit me.
My skill buttons never become available for selection if I line up an attack.
It doesn't happen all the time, the only fix ive found requires a restart of ESO.
Grouping is not good either. Getting kicked all the time so it's not worth it.

✭✭✭✭✭I know this bug, happens often to me on my secondary computer that has a bad internet connection.
I think it has something to do with your position on the server not being where your client shows you are (thus the enemy you have in front of you is in fact out of range, and thus the abilities do not light up to be used on him)
As a workaround, I've found that i can fix it by typing /reloadui.1 -
