    Anyone who is in vet levels. Technically its a VR 10 group Area but I have seen VR1 people go in for grind groups to hit VR14 instead of doing the other factions.

    If you are in a group with higher VR players you should be ok, even at VR1. :)

    Also, the quest giver will be in your Alliance's capital city.

    If you have hit VR1, you can go to Craglorn. I'm still running an alt through Coldharbour and was able to go quest and explore in Craglorn with my guild.

    tbh I wouldn't mind questing in craglorn, of course, to do the upper stuff I hear you have to do the lower stuff, and if you get out of sync with everyone else you all end up phased.

    Since that will never actually be fixed, I don't intend to do it.

    Just remember that even once you technically are the right level to have access to Craglorn: you must travel to Craglorn via one of the NPCs who will take you there (first time only). For example, for the Aldmeri Dominion, one of these NPCs is outside of Elden Root; you will notice him by a quest icon.
    Baskin Robbins always finds out.

    Or you can travel to someone in your group, if you are grouping. I didn't have to go via an NPC.
