Night Silence 5 piece match does not effect my sneak speed now?

My non vamp dragon night found out release 1.4 broke the night silence armor. the tooltip says "ignore movement speed while sneaking" now but i sneak at the same speed with or without it this bonus set.
Regardless of if it stacks or not .... they should be able to do a minor update to matched bonus sets with out breaking it.

✭✭✭✭✭Funny I crafted that set for gigs while it lasted, but it eould never occur to me to upgrade it to legendary. The abuse of game mechanic was so obvious... ofc it got fixed
OH... wait, you mean like "bolt escape abuse and insta heal to the point where they can take out 15 people solo in pvp"? or the dragonight able to reflect ALL damage while each hit we do actually HEALS them and then they also heal themselves to full health while 12 people are trying to kill them? or perhaps the templars ability to completely lock up all my skills and even movement with thier sweeping jabbs and jabbs and then they instaheal themselves back to full health? while each one of them laughs at us for even attempting to run away.
yeah, we nightblades needed a NON combat item such as sneak speed removed.
best in slot: is the armor, weapon, clothing look, pet, or no pet, jewelry, race, class, skill choices, amount of DPS, and skin color best fit to you and the way you wish to play and makes you feel good and performs what YOU think it should be.
worst in slot: what you read in zone chat, and forum comment, and forum thread, and you tube video, and live streamer advice, and class rep advice, and guild chat advice, and whisper told you to wear, and use for skill, and dress like, and use for weapon and armor. -

It was working as intended.
But thanks to the very constructive feedbacks of few morr.ons on this forum, they changed it, made both the same, so of course they will not stack up.

✭Well, I just got on my NB for the first time since the patch. My sneak speed with Night Silence on (five piece set) is identical to my sneak speed without it on. Same with stamina loss, the same regardless of whether I wear it or not.
Glad to hear there will be a "fix" soon. Lol. Can't wait to see what gets effed up this time. -

How do you prove that? Zos have said this Monday but its impossible to prove that it will happen Monday.

Concealed Weapon is giving half the speed increase if your Bow is out which of course it is. Without CW, sneak speed is the same whether or not your Bow is out. So CW is only giving half the stated increase.
