When VR 1to10 was announced, people overwhelmingly power leveled by grinding Craglorn's outer areas. But I prefer to gain XP in update 4 to reach VR14 soly by doing what I love, meaning PVP'ing and gaining the same amount of XP rate as any other content outhere.
Now I don't know how many of you went from VR1 to VR12 in Cyrodiil's AVA only, but I for one had no choice to grind like everyone else doing anomalies and towers because it was the fastest way to VR12 etc..
Just my opinion.
