The game since launch does a PC check to estimate your performance and limits the options available based on that. I'm not sure if it lets you do it in-game once you've done this but editing the usersettings.ini here:
    C:\Users\YOURUSERNAME\Documents\Elder Scrolls Online\live
    (YOURUSERNAME being your windows id)

    and changing the line:

    SET HardwareCheckEnabled.2 "1"
    to
    SET HardwareCheckEnabled.2 "0"

(thus disabling it) should let you change the settings. If not you can adjust them manually in this file with the game client fully closed prior to any edits. The relevant settings will be:

    SET SUB_SAMPLING "0"
    SET SHADOWS "3"
    SET MIP_LOAD_SKIP_LEVELS "0"

For subsampling 0 represents 1/4 res (half on each axis), 1 represents 75% on each axis, and 2 represents disabled.
    For shadows 1 = low, 2 = medium, 3 = high, 4 = ultra.
For the MIP_LOAD, 0 represents high, 1 is for medium, 2 is for low. Negative values improve beyond the in-game settings.

Hope this helps you get the settings how you want them! :)

Hey folks. We've gone ahead and moved this to the Customer Support section as we feel it's a better fit. Thanks for understanding.

YOU WILL go to C:\Users\(yourusername)\Documents\Elder Scrolls Online\live
right click on usersettings, properties, uncheck the box "read only" and the other box, make sure they are unchecked, and save, open TESO and gg

Oh, yeah... if you aren't running the patcher or client as admin you have to do that, good catch that I hadn't thought of.
