Vampire Bite Question

My V1 is originally from the Ebonhart pact. Once I completed the story line it moved me to the DC, Glenumbra. If I give a vampire bite do I still need to head to the Riften Shrine or can I now bite in the DC shrine? The reason I ask is my guild mates are saying that you cannot bite anyone that isn't from/in your home pact. I am "technically" in the DC as I am doing quests but I am not sure how this work with vamp bites.

Iam_Epiphany✭✭✭When you're in DC you're still playing with other EP players. You can bite them at the DC shrine or the EP shrine.
