"Battle Level" screwed up

Has anyone else checked their alts? on my Vet 6 his weapon damage is lower than on my level 29 in Cyrodiil. Both are holding some pretty good weapons and my level 29 has been scaled up to be competitive, but there is no way his weapon damage should be higher than a vet 6's. I understand that people should be competitive in Cyrodiil no matter what level they are, but that is just stupid. Has anyone else noticed this?

Does anything happen if you turn battle level off on your v6?

I don't know what the Battle Level thing is, all I know is that when I entered with my lvl 20 Nightblade the weapon damage went up to around 169 with dual wield. It made sky shard farming a bit easier though with the mobs around them dying to my attack swings.

i'm not questioning my vet 6's damage by the way but my level 29's. i'm annoyed that people at that level get such a massive buff to their damage. I think they have over done the damage buff.
