Am i doing something wrong?

I'm a lvl19 Templar in Stormhaven at the moment and im having some trouble. I never seem to have enough quests to get me to the next level, I always seem to have multiple quests designed to be done at higher levels and when I get to that level the quests run out quickly and im stuck again. I've covered every inch of Glenumbra and Stormhaven and I do every single quest I find but it just never seems to be enough to get me to that next level! Am I *** something wrong?

You probably missed a few in Glenumbra or are in the wrong part of Stormhaven.

Yes you are. Download the Undiscovered addon and you can see all the stuff you missed. Make sure you did dolmens and bosses too. I went back to clear some bosses I hadn't done in previous zones and turns out I had missed like 3 quests even though I thought I had 100% the zone.

If you can post a picture of your map for the area that can help gauge completion of an area...also the quest achievement for the area give you a good idea too. If you don't have the achievement, you have missed a number of quests. Also it helps, greatly, to do dolmens, open chests, and random encounters for extra xp. Random encounters are the mini dark portals, random bandit vs. merchants , and summoners...few others too. All of those extras and all the delves help. I'd also recommend getting some addons for finding all quests esoUI has a number of good ones.

Dolmens/solo delves/world bosses gives lots of xp as well, if you have skipped these as well, u lose 1-2 levels for sure

Oh also remember there are quests that start in Dungeons too. If you have discovered a location but its not whited out it means your missing a quest for it. If its like a town or something then the Quest giver can usually be found on the main road somewhere.

Also don't pass up Chests, opening them gives xp, over the course of several zones, that cost my wife several levels

You've definitely missed things. Did you do the starter islands? Based on my experience with multiple alts you should be about level 18 by the time you finish Glenumbra (and that's without necessarily doing every single world boss, dolmen, and group dungeon), so if you were below that when you got to Stormhaven you've missed quests and/or delves.

^This. Exploring and opening chests will push your level pretty good. I was often over leveled because of this.

I always keep at least one piece of armor with the Exploration trait on it in my bag. When I see an icon for a new area show up on the map, I put it on before I get close enough to trigger the discovery. Every little bit of extra XP helps.

It's one of the small dungeons that is meant for you to be able to solo. They're typically very short (basically circular in layout), with an easy boss and a skyshard.

Edit: and for the record, it's not a moronic question at all. Not everyone calls them delves.
