So, in PVP in Elderscrolls you either are an Impulse spam group, or you have serious trouble defending against Impulse spam groups, suggestions:
1/ Raise the MP cost of casting.
2/ Give Impulse a 0.5-1.5 second cast time.
3/ Raise the MP cost should the skill be cast again within 4 seconds.
4/ Momentarily root the player whilst casting Impulse.
5/ Reduce DOT from the elemental ring morph.
I'm sure I'll get a lot of hate, but I'm just looking to restore PVP to it's exiting state and not end up like GW2.
Look at TERA for example, Zerging is a terrible idea because one 'nuke' from a sorcerer can one shot 30+ people. The game has immersive PVP without healing/dps AOE caps. It's possible but you would need diminishing returns on ultimate gains or a ultimate gain cap.

ive never played tera. not relevant to this discussion cos how its doing isnt due to how their aoe is balanced in terms of PB-AOE versus ranged aoe. but eso pvp has taken a nosedive undeniably since the blobs spamming pb-aoe became dominant.
and this is exactly what happened and killed gw2 pvp , just as its killing eso pvp.

Tera had a SUPER clean beta and launch, even when they merged to the FTP model, no one was affected unlike here with the lighting patch, this patch, that patch etc.. I still pop on and play once in a while (I have 5 60's) but I play this a bit more because reasons.
Back to the OP topic, I play a v12 templar healer and I see no problem with Impulse from both sides of the battle.
1/ Raise the MP cost of casting.
- There are builds that can counter this
2/ Give Impulse a 0.5-1.5 second cast time.
-The animation of the skill is its cast time
3/ Raise the MP cost should the skill be cast again within 4 seconds.
-Again, builds, pots, enchants will nullify this
4/ Momentarily root the player whilst casting Impulse.
-If you are going to root a player casting an instant skill, ALL instant skills will need to root the player not just impulse = never gonna happen
5/ Reduce DOT from the elemental ring morph.
-Purge
#Yawn... Getting tired of every new steam pvp baby coming to the forums and crying about not being able to walk threw cyrodiil naked and survive the oil, aoe, siege etc..

its the lack of decent ranged AOE that makes blobbing and spamming pb-aoe of all types the i win tactic.

It's Free to Play just released a new class and new dungeons/content in addition to having a cosmetic store for mounts, costumes pets etc... Doesn't have 1/100th the bugs ESO has and the player base is growing with the FTP model. The live action combat is by far heads and shoulders above the rest. Did that answer your question? Hrmmm

If only they would add a ranged, high damage AoE ability. Better yet, make it something that any class or level could use. And make it so that you don't have to spend any skill points on it. You could even get creative and make different versions that do slightly different things. One might do more damage over time and lower healing. One might do fire damage. And one could slow the enemy.

Only problem there is what you're hinting at is slow and stationary... It is definitely a good answer but leaves you vulnerable...

Well mobile siege might be a bit OP.
My point stands though. People need to realize that we already have a pretty effective counter to the impulse spam groups. Folks just need to get better about using it.

I call your bluff.
i,m telling you , since rpg's like these were invented ranged aoe is the counter to blobs and pb-aoe. if folk could throw decent ranged aoes at each other nobody would need to be close enough to a blob to get hit by impulse. or bats. you could force it to spread out and pick targets or be picked off from the safety of 28yards.
pb-aoe is the lamest aoe , you dont have to even look at a target or stop running or anything . just spam spam spam.
i mean lets list the abilities that have caused the problems for ESO'
1/ batswarm = pbaoe
2/ talons =pbaoe
3/ banner = pbaoe
4/ impulse =pbaoe
see the pattern emerging?
they all got nerfed cos they were so powerfull even used by one person before. but that was before blobbing and using them became the i win it is now.. but its the same type abilities that are the problem once more.
