Can't begin Northpoint Questline, where does it start?

EDIT: nvm found q in northermost tip, liberation of northpoint, why this wasnt linked to from the quest before I don't know, but thanks devs, cost me 3 days of searching.
I'm lvl 29 in Rivenspire. I can't work out how to start the Northpoint questline. I can't find any questgivers anywhere, I've spent three days searching every inch of Rivenspire for any questgiver. I can't find Count Verandis anywhere either. I have only one active quest in this area, Rescue Esmaeel in Obsidian Scar, but I can't do it alone.. does it trigger any other Qs? I have a fighters guild Q too but its in Alikr Desert and is for lvl
Please help me find the next questgiver in Riverspire, cos Northpoint is completely out of bounds for me. thanks
