ok so scheduled maintenance has just finished for NA and my client is re-downloading ESO is this normal after maintenance? If so is there a way to fix this in future because this download will not finish till sometime tomorrow.

    It's normal after a major content update.
    If you can't handle the heat...stay out of the kitchen!

    If you close the launcher and try again it will usually just download the patch files.

    Once it goes for a bit I don't believe there's anything you can do outside of a repair/reinstall

    It is not normal to download the client again. However, the patch is several gigs and so that may take some time. I don't know of a way to fix it but I know that it has happened to me before in the past.

    Major content updates are several weeks or even months apart. Typical patches are much smaller, and will complete much quicker. Even for the bandwidth impaired, (as you appear to be at the moment) regular patches should take minutes, not hours.
