Dark Anchors in Cyrodiil, why so easy

After reaching vet 5 I started doing some of the daily quests in Cyrodiil.
Having great fun.
But what's happened to the Dark Anchors? At vet 5 they should be a challenge to a solo player, they are far far easier than any of the 1 to 49 ones.
And when I say easy, that's an understatement, surely they aren't meant to be like that?
