Could this be one of the lag problems in Wabba Cyrodiil?

I noticed last night that me and a friend entered an instance in Wabbajack but were not allowed to leave when we tried to exit- We spent five minutes being pushed back into the instance and getting a message saying that the "server was at capacity and we would have to wait in a que". We kept trying and trying and I finally got through but my friend spent another 5 minutes to get out.

It looks like being in an instance in Cyrodiil actually removes you from Cyrodiil. Then when you try to return, your doing it from an instance instead of the Campaign que. This was on Wabba of course, which is why we couldn't get out- the server was at capacity and here we were forcing ourselves back into cyrodiil through a dungeon.
