Huge FPS drops in 'Trouble at the Rain Catchers'

When doing the quest 'Trouble at the Rain Catchers' in the Alik'r Desert, the framedrate drops significantly (in my case to around 5 FPS) whenever the interaction prompt to examine the water appears. It is the prompt that causes it, whenever the UI is focused so as to not display the prompt, the framerate drops are not apparent.
