Hey ZOS, question about the Champion Level System and VR levels

I know you said you're going to come up with some formula on converting VR levels to Champion Level Points, but will that take account each character on your account that is VR12 when assigning Champion Points

What i mean is, if I'm VR12 on two characters, will i end up with the same champion level points as someone with Vr12 character at the start, or more because i've leveled twice?
