All this stuff is just stuff. This company blabbers on about their ideas but fail to communicate and demonstrate an action plan, lack time frame and tend to display hopeful ideas that are just ideas on a board. Not even ready for pts.

Because there are so many children in ESO.
It should be interesting seeing how the system works. I personally can see it going one of two ways:
Player A kills NPC, NPC never appears again for player A but player B still sees the NPC, because of this there's now another level of instances. Very unrealistic due to the sheer amount of NPCs and whatnot.
Player A kills NPC, NPC respawns eventually and people start complaining about their immersion being ruined. Seems more probable.
Obviously quest related NPCs will probably be made immune to death, because that makes sense.

I can't believe you guys are complaining about more content and/or the possibility that it won't happen (which you could say about anything until it does happen, despite ZOS delivering up until this point)
I'm not sure who I am going to kill first, possibly some of the dunmer slavers, I should be able to set the slaves free if I do that.

I hope there will be something of a switch we can do in our characters that we dont accidently dont fire off an ability while we are around the NPC in the cities and kill them.
I personally don't have the desire to kill an NPC.
