Why not make other single faction cults?
They already have the start of them in the game lore with the Eyes of the Queen and the Daggerfall Blades. All they would need to do is to flesh it out some more and make them a joinable faction for players with its own skill line.
Because each cult would require it's own storyline, were as the Dark Brotherhood will be the same story with the odd tweek for faction-based locale, like what the Fighters guild and Mages guild do.
Basically single faction cults like the Morag Tong would triple the work load for the same payout for ZOS.

Which sounds like something mephala and sithis would like to have happen.

If they took this long to introduce assassin guilds, they need to have some extra oomph.. (like a faction war between the Morag Tong & Dark Brotherhood)... if we waited all this time for a Dark Brotherhood guild, my Dunmer assassin, that would sooner kill of its' members, is going to be disappointed beyond belief....
I wonder if they give us the option to kill all the DB members and turn them over to the authorities like they do in the single player games?
Only way I would join them is if this would be part of the quest line. Help the DB or turn them in and help the Morag Tong.

And that would be a bad thing for them in the long run?
it would be right if we have to chose beetwen DB and MT,cause if you know DB and MT are enemies and it would be foolish to allow us join both.
