As far as I heard, once you buy game in steam
you will get a steam key
Some say it would be possible to redeem the code in your existing account
Its not verified yet

I agree it should, but current ZOS standing is that these steam codes cannot be applied to an already existing account, thus making the dog and game time unavailable to current accounts.

That's idiotic of them. People will buy it on steam again if they get a dog. A lot of them wont if they do not get the dog. Which would equal more money for them, no?
