This is all of the short term content goals. It is more likely than we do see 90% of this withing a year (a year is from now until this time next year). Each significant content update should hit live server every 6 weeks or so. These updates include at least one major addition be it adventure zone or systems like dyes, spell crafting and justice system. Rounding down that is 8 updates ... 6 if things go bad.
This easily covers most of the major content additions shown in interviews and presentations. Using simplistic logic this means we are far more likely to see 90% of this in a year than not see 90%. Much of what was previewed was already significantly along in development.
