Is this a new skill bug " Burning "

Is this a new skill bug? his a sorcerer and i don't see it in the sorcerer skill line.
I am a DK VET 12 tank type build with spell resist of 2369 and 2229 armor in cyrodill with all legendary equips, this guy in DC name Mysticmyst at Auriel's Bow campaign hit me with this " BURNING " skill with my shield up and killed me with ease, is this a new silver bolt bug? first screenshot 3k damage...

And I am not a VAMPIRE so the 50% extra fire damage does not apply to me..

didnt even know sorcerers has that much power, and im one o.O
