Health is scaled to a 1.5 ratio with stamina and magicka on everything except the trait on rings. I'm surprise they still haven't fixed this in 1.3, not sure if it's an oversight error or intentional balancing.
It's been that way since launch, so I'm going to go ahead and say it's intentional. Jewelry attribute increases are traits, while armor attribute increases are enchantments, so that's probably where the difference comes in.
