So... the Justice System (Civil War?)

So, I don't know that much about this upcoming justice system, I have looked into it a bit, but there might be a good amount of info on it that I missed and I know that Quakecon starts soon so it will be cleared up with info even more, but from my take on what I have read, it seems that the Justice System will be allowed Civil Wars to break out throughout the city between the thieves and goody two shoed guards and justice defending players. If so, then I am quite excited about the update, but I would say there needs to be a system in place to where the Civil War doesn't go to much out of hand, if it really does turn the game allowing civil wars in the cities.

Again, my info could be completely off. :P

Since you won't be a target without a bounty, I don't see civil war being an issue...
