tl;dr - Health bonuses on jewelry isn't 50% more vs Magicka/Stamina like it is everywhere else in the game.
I filed an in-game bug report for this. (Ticket number:140712-002776) Here is the exact text I filed:
Back in a change from beta, before the game went live, Health bonuses were all changed to be 50% more than Magicka/Stamina, and likewise stat point bonuses changed Health from 20 to 15. This was because everybody would just dump all their stat points into Health then use gear for the other two stats. Now everything followed the same logic, which is good. However, the Health bonuses on jewelery got missed. Necklaces and rings still only have the same amount as Magicka/Stamina, not 50% more like everything else in the game. Because of this, everybody that realizes this simply never uses jewelery with Health bonuses, and get their Health from other sources that provide 50% more. I kept expecting this obvious mistake to be noticed by the players, and to get fixed by ZOS, but as that hasn't happened I am finally making this report now. Health jewelery is simply garbage as it stands for people who notice this, so I hope you correct this oversight once and for all so that they become a valid option again. Thanks!
