Why changing graphic settings takes so long?

Everytime I go to Cyrodiil I lower my video settings, but to apply that the game have do go through a loading screen that takes forever to finish.

Is it just me?
Any reason why that happens?

Delete ShaderCache.cooked

This file saves your graphic variables, and becomes bloated every time you change them. When you delete it and then log in, it will rebuild the file which will become much smaller giving quicker load times. The rebuild will take a few minutes.
