Levelling in this game ??

Hey there
How are you supposed to level in PVE? I am 32 yet I am now being told to go to the rift which is level 40 ! I am doing quests killing 33-35 and getting gear that is either lower level stats than what I am currently wearing. What I am wearing is not great by any means ! or I get items for level 37 !
This game needs to get some balance. I look for areas or mobs where I can grind but I can not find any? Could someone point me in Ebon Heart direction ?
Should I be focusing on dolemans?

Don't just do quests, explore every inch of the map, xp is awarded for finding things. Levels 1-50 you also get good xp for every chest you open. Also craft or get some one to craft Armour with the exploration trait on it, to increase xp gain even more.

Don't forget Dolmens and Delves both give really good xp..... delves/dungeons are marked on your map by a torch, these often have a quest inside, always a skyshard and a Boss to kill for the achievement.

Just a though, have you been to Eastmarch yet?
EP zones are not a linear progression, the Rift is the final zone in EP.
After finishing the main quest line in Shadowfen in the south you should then travel up to the northern most zone where Windhelm is.

Second what freespirit said -- you are skipping over a lot of stuff. You are probably missing quests, too. Check your achievements tab (hit J then select the laurel icon) under quests for your faction - each zone has a score. If you aren't at 50, you've missed some (and even at 50, there are still more you can do).

The final quest in shadowfen gives you a boat to travel to the nord place i forget the name lol, the rift is definately not where you should be and if you did do all the quests and claiming you are only 35 thats near impossible, unless you didnt kill a thing. I'd recommend looking around, do some delves and overworld bosses, dont skip a beat, i was overleveled all the way up to cold harbour where the level of the mobs finally caught up to me. It was fun and very entertaining and wish i could do it all again but i would be bored lol, one time is more than enough

I suspect that is true for all of the factions. In DC you are told by the second-ranked NPC (the Queen) that the King in Alik'r has problems and needs aid. She directs you to a boat in Stormhaven, but you can just walk straight into Bangkorai.

huh, why would you assume people are going to insult you? That seems more like a handle it when it comes thing.

You can pretty well go anywhere you want. That said there are a few places that will not give you the next place check at too low a level.

I run crafters all over the place, to set stations and to get shards my fighters have found. I can get my low level crafters into some very dangerous places. My escape skills are pretty buff these days.

Skipping zone would be my guess in this case too.

I almost did that in AD when you can just walk from Grahtwood to Reapers March which means you skip 2 zones if you do so. The level of the mobs gave it away that this might not be the place where I should be.

Also in vets just casually strolled from Stonefalls to Rift and after completing some quest I wondered why on earth do I get this high gear as reward.

Is everything on your map white?
Have you got the quest achievement for that zone?
If the answer to either of these questions is no you haven't finished the zone
