A way to make fishing worthwhile?

So, I'm not exactly sure why I was thinking about the fishing system, and I'm not sure how you guys at ZOS are going about retooling it, but I'd like to put forth this idea for making it a more worthwhile endeavor.

1) Levels of bait(1-5 like items)but this concept is a throwaway, just trying to add depth to the system.

2) Craftable fishing rods, via either an attachment to the Woodworking skill tree, or make an entirely new tree called Fishing(or Angling, whatever) in the World section of the skill list.

If it were rolled into the Woodworking passive, you'd have to figure out a way for fishing/making new rods to add xp to that without it being an easy way to level it

OR

If it was made into its own skill tree, you could have it like the artisan crafts, fishing 1-9. Craft rod types based on your level in the Fishing passive. In order to raise your skill you have to catch fish(duh.) And then on top of that, have other passives in the Fishing tree too, like maybe reduced catch time, or give like a 15% bonus to catching rare fish, or make it so its even more likely for rare fish to show up with more people, and any others people could think of would be welcome!

All rods would be craftable at woodworking stations like shields, bows, and staves, but an entirely separate skill line. That way people who don't want the skill to be dependent on a craft won't worry about having to up Woodworking just to get(or make) a better rod.

3) continuing with the levels of fishing, in order to make the XP gain and/or drive people to want to fish, you could introduce more kinds of fish, across a broader spectrum of rarity, across the different water/area types, each obviously giving more XP with the higher the rarity. Having people craft their own rods would somewhat encourage a bit of exploration too, for those that want to make their own rather than maybe buying it from someone else.

I apologize if this doesnt make much sense. Like I said its still a rough idea, but I feel like something like this would make fishing really rewarding and still be something to work towards.

No idea on what to actually do with the fish though, other than make recipes that require certain fish. High bounty rewards from special fisherman throughout each main city in each zone. Kinda like a Hunter's mark but a Fisherman's mark.

Just thought I'd throw this out there. Anybody that can refine this or offer feedback, its greatly appreciated!

Going to get strung up, but if they could just sort of mirror the fishing mechanics from WoW it would be about perfect. Weekly tournaments, titles, fishing of pets, mounts and food.. what's not to like? You could also level your entire cooking crafting by using fish. Overall it was rewarding but took a lot of work to get the salty title.

That would be terrible, the whole reason I'm playing Elder Scrolls Online is specifically because its not WoW.
