I am have 2 questions.
Question 1

Answered. This change did NOT effect Craglorn.
There are Vet 1-4 solo players in Graglorn killing mobs today (not grouped).
Is Craglorn not a high end zone, intended for higher Vets and in groups? I ask because I am looking VERY much forward to experience Graglorn, accordingly to the description.

If Graglorn is not a high end challenging zone for groups. Is there another one coming?
Question 22. Was this big downgrade of vet mobs, to much, which you may considering changing to a more suitable level (harder, but not has hard)? Was lowering the power of Dolmens, world bosses and "boss camp" mobs intended to be able to solo?
I may be alone in my impression of what I find enjoyable play, but I get very bored if I don't need to use and improve my skills. Move, block, interupt, adapt to different encounters and get defeated from time to time to win battles.
This is the way I learn, so I have a better chance of performing in Instanced dungeons. As it is now, I get no practice or enjoyable play experience at all in open world Vet 1-6 zones. Just pressing buttons and stand still simply makes me bored to quickly. I do enjoy the storylines!
I also enjoy the fact Tamriel is not safe everywhere, that I need to keep an eye "over my shoulder". This is something quite unique to ESO, for me.
I am not an "elite" player. I am avarage at best. I play with casual guildies and friends. Sometimes new people I meet while doing Dolmens, bosses and questing.
I am concerned that I will not reach vet 12 areas, because of lack of interest in fighting enemies. Also, I fear I will severely lack the personal skill needed in order to even take on the harder intended encounters, when I do get there.
I would be very grateful for a clarification of my questions, since I like everything about ESOs "choose your way". As an explorer and long term player, I enjoy every bit of Tamriel! But if there is no danger in exploring, that looses its interest as well.
