Itemization: Is it going to be adressed ever?

The loot in the game is boring and unrewarding.
Theres no real incentive to raid just because theres not even a small chance to get that uber item that turns you into a demi-god.
Pvp reward containers are also trash.
Why theres no REAL legendary items in the game? And by legendary i mean items with unique graphic style that turn your character into a killing machine or into an unstoppable tank to name a couple of things.
Wheres the carrot?????
I wish this game had the itemizarion depth of Diablo 2/3.
