Launcher doesn't update

My launcher doesn't update, it just goes straight to "play," but if I attempt to sign in, it will say, "You tried to sign in with an out of date launcher, log out and run the patcher." Incidentally, I checked within the ESO directory and do not see a patcher file. If I do the repair thing, will it re-download every file again?
