Well theres a few issues for groups for dungeons.

    1. Once you do a dungeon its VERY rare that you will end up doing it a second time. So a VERY over exaggerated basic look at the game is if there are 5 people playing and 4 people go do the dungeon, you being the 5th person......Your now in trouble needing to find a group member. Maybe 3 of the 4 people that already ran the dungeon will do it again but for the most part there really isn't a reason to do so.

    2. The grouping tool is VERY limiting. You can only que for 1 dungeon at a time. If you out level the dungeon your stuck using zone chat in hopes people will want to run the dungeon with you. I also dislike being put into a group with 1 other person in hope we find 2 others. The tool shouldn't put us into the group until we have the full group.

    3. Some people aren't even bothering to do the dungeons in general for the above reasons its simply easier to go back as a VR12 and run them alone to quickly get the skill point if you still desire it.

Main reason is that people don't run dungeons nearly as much i hoped and expected. What might be reason for that - low xp, not great loot, boss mechanics are not that interesting, bad grouping tool. All in all dungeons are not attractive to the people.
I am one of "dungeon and raid guys". Have long experience in running dungeons and have around 1.5 k dungeons just in wow. In my opinion ESO dungeons as such are really good but can content can be improved.
I would introduce more challenging boss mechanics, more bosses per dungeon, damage meters , more bosses who are melee friendly, i have to have at least 5-6 dungeons to run in every moment ( coz that gives critical mass to that kind of activity ) but in overall ZOS deserves credits for core dungeons design and implementation.
Just to give u idea of problem intensity - i am crazy for dungeons and still have some dungeons ( 2 vet12 chars ) not completed and just 3 did multiple times.
In my opinion just side stuff is killing Eso dungeons and it shouldn't be problem to fix it.

interesting opinions,i'd like to raid more dungeons cause they are good to learn from and have fun doing,as a 1st time mmo player,i find it frustrating trying to join a group,i've even joined lower level dungeon to help out purely for the fun of learning the fast paced combat dealing with crowds.

I find it almost humorous to see people defending the current state of the game in regard to dungeons. "It's easy to find a group," says the game apologist glibly. In reality, finding group in ESO is now difficult.

And the primary reason is simple: rewards are whacked. Dungeon XP is poor and the loot average. Until these are boosted, players will put their head in the sand and grind out their quests - which are disproportionately rewarded high XP and gold for their relative ease in difficulty.
