Does it matter what gear I have in PVP as a level 10?

My alt is a level 10, and since level 10s are scaled up, if I have a full set of legendary armor fora. Level 10, will it matter if I wore that til VR1 in PVP?

Great thing about non vet booster is that gear means nothing(I mean it's stats)
Therefore for PvP you can craft yourself sets you like (even white quality) and you are good to go.
But true joy will come with non vet campaign for which I am looking forward to.
The problem is that it was suppsed to be in the game already, but they postponed it to unknow date, which made me really sad!0
