Does anyone know why the npcs were made vr5 level?

I was asked recently and didn't have a clue running cyrodil at lower levels for skyshards and dungeons was a nice escape from questing. When a low level toon goes he's level 50 correct? Now that's 5 levels below the spawn I'm asking cause I'm not sure. It seems more difficult to run thru at below vr level is all ty

    it was to try to stop the max lvl people from 3 man capping keeps and resources,
    back when the NPCs were level 50, 3 or 4 players would do AOE spam trains thru the keep, and these people would be VR10, and the guard NPCs would get slaughtered, 4 guys could do a non-stop AOE train thru a keep, and cap it quickly. NOW, you have to have a large group just to cap even a resource, so this stops the game from being so controlled by max lvl players.

    just saw a VR12 emp on Celarus solo cap a level 5 resource - quite impressive!

    You dont have to be emp to solo these. ;)

    The annoying stuff is gaurds inside the keep assisting on some poor soul. If theyre not disabled its a painful experience.

    Ok I understand the need for keeps, but why not the change the level of the char when they go to cyrodil to vr5 instead of level 50.

    Yea two ppl could could cap a resource easy. and small groups were taking keeps.

    The quick answer is they needed to make keeps harder to cap. They were to lazy to just increase guard levels, so they just upped ALL NPCs in cyrodill.

    an emperor.... how impressive:/ if you solo a resource nowadays, you are just really dang good at the game. most ppl are not that good
