This sort of thing has been going on now for months and ZOS has stated that they are working on changing how siege engines work in the future to address this sort of player-action. Until then, my guess is that this sort of tactic is perfectly "legal" (or what @ZOS_JessicaFolsom would call "a very gray area") in that no one has been -- or will be -- banned for doing this.
Stated differently, the issue is with ZOS' underlying game mechanics design, and players won't be banned for this sort of point-farming. As an aside, I've seen players do much worse in Cyrodiil and not be banned.
AP points are currency and emperor stats offer some little advantage and some players were boosted 200 000AP in a few hours. I really don`t like their approach on this matter.
Traitors and mechanics abusers that chain other faction players to bypass keep walls or false emperors from a server that makes one every two hours shall prevail!

In my view, this has nothing to do with how oil works, or any other siege weapon.
I've seen players letting themselves be killed over and over to trade AP (no siege weapons, just melee attacks). When asked about it, the players in question replied that they thought it was fine, since there has been no official statement that this activity is prohibited.
