I may be mistaken but it seems it does proc off the lightning staff heavy attack, is this correct and if so..does this also mean it can proc off resto staves since its damage is seemingly working the same way?

I have never had it proc from either light or heavy attack of either kind of staff, nor is it supposed to. It is supposed to proc only off a spell that costs magicka.0
