And Throw Away the Key - No Medical Supplies

This quest is now bugged so that the NPC that should drop the medical supplies no longer spawns.
I put in a ticket in which I was told yes there is a problem with that quest, its annoying when NPCs don't spawn. Which was pretty much what I had said so not much in the way of help.
So I put in a second ticket in which the CS introduced themselves said they were there to help and then said there was nothing to be done about it. Thats not much help. I suggest that given the large number of people standing round the tent a CS might come in and spawn said NPC. I was informed this may cause issues further down the line though I hardly see how this is an issue as if I can progress the quest to the next step which is basically walk 5 feet and talk to someone then it will progress and the medical supplies are never seen again.
As such I can't really understand what the purpose of putting in tickets concerning quests to the CS staff as the best option you can hope for is they tell you to log for 15 mins which most people have tried. The only other option is that they say its broken and they can't/wont do anything about it, so suck it up chump and go do something else.
Also amazing is that with so many bugs in the game already why are patches being rolled out that break things that were already working. So far 1.23 appears to have broken more than its fixed and added very very very little to the game. I don't care about worthless junk items littering the place which appears to be the only change I've seen.

GrimMauKin✭✭✭✭I've had this too and can't progress and further and I also seem stuck in the King of Dust quest (the next quest I played) by not being able to open a warded door (I think that this is a bug too).I am one of The Great Mediocracy, those whose role in life is to provide the baseline by which The Few deem themselves Great.0
