yes but its not 5% now its something like 50% all of a sudden. i got killed with it twice in 2 mins then i one shot someone instantly . then i saw more folk talking about it in cyrodill ,, its broken since the patch

Werewolf being awesome?
not sure if its just a pvp thing but silver bolts is hitting for between2- 2.3k just now since the patch has this been looked at or what? didnt see anything in the patch notes about it being changed.
Silver Bolts has always had the chance to hit like a truck, but it's always been a 5% chance on Daedra, or undead, or werewolves if you get the fighters guild passive.

I struck through the werewolf thing since there is no real inherent advantage to being a werewolf currently (even without the silver bolts one shot).

they dont work. if it said the proc chance was 50-100% then it would be working properly.. but it says 5% which i,m ok with .. but its currently screwed

hmmm, can anyone confirm this 50%? Logic is leading me to believe that with everyone spamming it, the potential of that 5% to hit you is greater with multiple spammers.
In other words, more then the spastic complaining will need to be presented for evidence.
My vamp is broken so I will remove game....that is what people say. As if they can bully ESO into an immediate fix IF it is broken (it may very well be for all I really know).
Back up a moment folks, document the issue and show this to ESO. That is the constructive way to do things, especially since the patch is barely 24hrs old....<X-Raided> -

to be fair, you get perks for beeing vampire why dont you accept the downs
get rid of it and you are fine
its not a class or normal skillline
werewolfes dont complain and have the same downside
