How big is the patch on June 24, 2014 SUPPOSED to be?

I had to try few times now the launcher was just sticking on "Loading...".
(*) The background screen changes
(*) The minimize, settings and close buttons are missing
(*) There is no progress bar
When it finally did go through the patch is listing as over 4 gigs. Is this accurate? Seems every time there's a patch it's many gigs. I don't really mind that much - I just hate not knowing if that's how it's supposed to be.

Editing to add: I know others are posting 8 gigs and 4, so yes I've seen those but this is aimed at ZOS since they will know for sure. Plus, hearing 4 AND 8 isn't helpful.
