Cyrodiil Buffs not working.

Currently, DC on Bloodthorn has everything (all keeps, all scrolls). The only buff I am seeing a listed benefit from this is an HP buff from alliance emperorship.
The Spell Power, Armor, Spell Resistance, and Weapon Power buffs are not working.
Spell and Weapon Critical (from holding keeps) is working (at least according to my character sheet).
EDIT: I have already submitted a bug report.
