Heavy Armor passives are not working for me.

Is this just me?
I am getting no bonus to Dammage, armor, or spell resist. Oddly enough, however, the bonus to health recovery works fine. I have all passive bonuses maxed for skill points, I have logged in and out several times, and still nothing. Am I the only one this is happening to?
