Daggerfall Covenant: To Walk on Far Shores Quest - Please help. (Possible spoilers)

I got to the last part of the quest where you kill the Tharn and she bugged out on me. I had grouped with someone else and we decided to abandon the quest and try to start again. When we went outside, King Emeric and scout Nadira were nowhere to be seen. Went to the Garrison and Nadira was standing by the sewers. I spoke to her and she mentioned going through the sewers, which I have already cleared. Is the quest completely bugged or am I missing something? (other than a brain)
Sorry. I deleted all current quest lines and got the quest from the Keeper outside the Chamber. I will keep this discussion here for anyone else who has the same problem.
