Why don't we get ultimate points from lower leveled mobs?

I like to go back to the lower leveled zones to help players complete their dungeons, especially since there always seems to be a shortage of tanks a healers. However, a lot of my play style involves using the ultimate skill for healing or tanking. I can understand that we don't get exp from fighting lower leveled mobs, but why are ultimate points involved in that, too? That makes it harder for people who want to experiment with their ultimate skills if they're late on respecing.

    I think he means why conceptually. What would be exploitable if we did get ultimate points from gray enemies?

    I don't know, it isn't really exploitable, unless you get people hunting bosses, and using trash mobs to restore their ultimates before they try the next boss.

    I think Alex pretty much hit it. Grey mobs are meant to be unapealing so people move on. The mechanisms seem to be all tied together.

    I don't know why they don't have ultimate separated into its own thing but if I had to guess, I'd say it's in part to keep a flood of high level players from powering low level people through. It removes the challenge (if you can call it that).

    Also I suspect this keeps say a lv45 per from dragging a lv10 person through a lv20 dungeon for xp.

    My personal opinion is they should have went with a scaling system similar to Guild Wars 2 where you're level is artificially gimped to match the area so it is always somewhat challenging and high levels can play with low levels. Also it keeps the option of going back and cleaning up missed quest and such a more rewarding experience.
    And so did many brave men, women, and beast fall to the end of Beta, never to be heard from again. All that is left, is whispers of the adventures they had.

    You still get ultimate points for killing undead/daedric enemies if you put skill points in the Fighters Guild passive "Banish the Wicked", that's probably how you got your ultimate.

    Removing the ultimate gain doesn't stop that from happening tho, it just makes it less enjoyable for the level 45.

    There are several people who are more interested in leveling as quickly as possible than moving through the game slowly (not me, just keeping it as a possibility).

    This part doesn't really make sense. People get credit for kills within a party anyway. What's stopping someone from bringing a lower level into later zones for power leveling anyway, regardless if they have an ultimate skill? By the time I revisit an earlier area, most mobs can be killed very quickly with an attacking skill, speeding up any collection quests for lower leveled players. Removing ultimate gain for the sake of it doesn't fix anything here.

    If they didn't want higher level players to make lower leveled dungeons easier for the players involved, wouldn't it have been easier to simply add a feature that blocks higher levels from entering the dungeon after they've completed it, like how they remove them from the party search feature?

    There should be both loot and ultimate generation for low level mobs. It's stupid that there isn't. It makes no sense, and often the lack of ultimate generation leads to lower level mobs being harder than mobs your own level, which is a design flaw.

    Nightblades can generate ultimate using drain power / power extraction due to the Transfer passive as well. healing people with resto hots and such will as well. strife can work too.

    That's one of the benefits of being a Vamp. We can gain ultimate by draining any mob, no matter the level. You can also gain ultimate against undead and Daedric enemies if you are using Fighters Guild passives.

    2h clave morph also give 2 ulti per traget. 1hS bash morph give 4 ulti per hit.

    I tried that with my vampire sorcerer with the bats ultimate. The enemies were about 20 levels below and it took forever to get the Ultimate back up to where I could use it again.

    Custom armor set + specific skill set against undead/Daedric mobs. The time to gain ultimate against other mob types is a bit longer, but only a few seconds more.

    I've been meaning to post my setup along with several others that I have created. I will do that as soon as I get a chance to.
