So just for funsies, I decided to finally create my fat, old, smirking Dunmer Dragonknight character tonight. And I was quite pleasantly surprised by how many people I saw in the starting zone.
Now, I'm sure that the negative Nancies on this board are immediately going to cry, "Those were just players who were bored of [insert class here] because it was nerfed! They had to start over!" However, being more of a Positive Pete (or Logical Lucretia) I highly doubt that this many people are just now rolling alts. I think we're seeing a steady stream of new players, and that's good news for everyone.

✭I've interacted with a number of new players on my alts... but at the same time, I've encountered a number of folks who are frustrated with VR levels and just want something more relaxing to do, so they rolled alts like me.
