So only VR10s can open Craglorn locked chests?

I've taken my VR3 to have a look round and so far she's unlocked two Intermediate chests that were EMPTY!

Really ZOS, is this WAI? Have you set it up to keep lower levels from opening them if we can maneuver our way past the VR11 mobs to get them?

    At VR5 I could lockpick any chest I found in Craglorn and it had items in it. I suppose it could be a bug at even lower ranks but I can't say for sure.

    usually chest spawn items according to the opener's level, or that was my understanding

    That's correct but the OP says there was NOTHING in the chest that he lockpicked at VR3. I was just stating that at VR5 there certainly were items in lockpicked chests.
