Quest "Zeren in Peril" Broken...

Hi there!
Just wanted to let you guys know that the portal that warps in the Covenant General in the "Zeren in Peril" quest isn't spawning.

Relogging DOES NOT fix the issue.
Repairing the game DOES NOT fix the issue.
Had anyone found a workaround or do I have to wait a whole 'nother patch to advance my character? -
milesrodneymcneely2_ESO✭✭✭✭✭SECOND UPDATE: Since this is a branching quest, you can abandon it and make the choice to help the docks instead. Just did this, and it worked.
The "Defend the Fort" branch is still broken and needs the attention.
