[Quest BUG] "To Velyn Harbor" Veteran ... Still Broken

The quest is still broken from what I can tell. Queen Ayrenn STILL does not give you the ability to reacquire the quest from her if you abandoned it when you encountered the missing NPC bug for the step "talk to someone in charge". This is a major problem, because one of the steps recommended when encountering a bugged quest is to abandon it and reacquire.

I have not seen ZOS comment on this yet. It is progression blocking, I cannot complete Cadwell's Gold if I cannot do the main quest line for Malabal Tor. This is also halting some character progression as there are skill points rewarded for the quest lines.

I have submitted multiple tickets and made a few posts on this subject and have yet to receive a response.

Is ZOS aware of this issue and when can we expect a fix?
